This study determined the sustainability of tourism in selected municipalities of Nueva Viscaya with an end goal of proposing an innovative conceptual model of sustainable tourism development .It was conducted in the six municipalities namely Bayombong, Solano, Diadi, Sta .Fe, Kasibu and Kayapa with the various tourism stakeholders as informants. Practices , best practices ,issues and external forces along the following parameters; (a)ecological and biodiversity conservation ,(b) managing human resource (c) economic benefits (d) physical environment empowerment (e) local pride (f) community empowerment ;(g) social and aesthetic benefits and (h) promotional strategy were outlined utilizing the qualitative research approach . Data were gathered through focus group discussion, interviews, document scanning , ocular visits and external forces analysis. Recorded focus group discussion and interviews were transcribed and analyzed in addition to content analysis. With the varied practices and best practices along the eight areas, it is concluded that there are distinct practices and best practices for each case, depending on its current condition or environment, however there are some areas where similarities are observed particularly on how they perform these practices and best practices. Among this six cases , the towns of Bayombong and Solano being commercialized towns, towns of Kasibu and Kayapa being mountains and upland areas ( though Sta Fe is also an upland town ) and Sta Fe and Diadi as entry points to the province from its south and north entrances respectively, at some point share similar sustainable tourism practices . It can be noted further that the greatest number of good practices fall under the parameter managing human resources . More over , each case or towns has its own distinct issues or problems encouraged depending on its current condition or environment and more issues fall under the same parameter as that of practices , that is managing human resources.
