
This study investigates the compliance level of micro and small enterprises with the
‘No Plastic Policy’ established by City Ordinance 2868-2019 in Fairview, Quezon City.
The ordinance aims to combat plastic waste and promote sustainability by prohibiting the
use of plastic bags and encouraging the adoption of eco-friendly alternatives or practices.
This research explores business owners’ knowledge and attitudes toward the policy,
focusing on their perceptions of the affordability of sustainable materials and their
willingness to comply with the ordinance.
Employing a quantitative, descriptive approach, data was collected through surveys
carried out by micro and small business owners in Fairview. The study examines key
variables, including awareness of the ordinance’s provisions, knowledge of penalties for
non-compliance, and firmographic factors that influence compliance. Additionally, it
investigates the practices adopted by these enterprises, such as the use of paper-based
products, encouraging customers to bring their own eco-friendly bags, and the
implementation of biodegradable products.
The findings highlight the importance of educating business owners about the ‘No
Plastic Policy’ and its environmental benefits, revealing potential gaps in knowledge and
attitudes that could hinder compliance. This research contributes to understanding the
effectiveness of local environmental policies in fostering sustainable practices among
micro and small enterprises and offers recommendations for enhancing support systems to
facilitate their successful compliance with the ‘No Plastic Policy.
